In 1994, SmithKline Beecham Pharmaceuticals (SB), began the development of a Regulatory Documentation Management System (RDMS) to aid in the development of dossiers to be submitted to regulatory agencies worldwide.

Once RDMS was designed, SB was faced with the challenge of developing integrated training and educational materials which supported the various tools and technologies which formed the RDMS system. Additionally, SB needed to generate an understanding of, and an enthusiasm for RDMS among the research staff who would become the primary users of the system. SB required the assistance of a training organization that could address the different learning styles of its international staff.

The PTS Approach

PTS used a project methodology that included Design, Development, Implementation and Support. The primary goal of the project was to develop two Core classes, including consistent documentation for instructor-led training, and integrated on-line help that could also be used as post-training reference and support material.

The PTS approach included:

Developing an educational structure which included a combination of pre-training activities, instructor-led training and post-training support tools.

Creating a project plan for development of the RDMS Template Fundamentals course and RDMS Repository course.

Developing the RDMS template Fundamentals course, integrating generic teaching templates for scientists, managers and administrative support.

Conducting the RDMS Template Fundamentals pilot test, and revising the course based on student feedback.

Developing a train-the-trainer program, and conducting that program for selected SB staff.

Providing ongoing student training and support.

Maintaining course materials in sync with system changes.

The Results

Since June 1994, PTS has maintained a presence at SmithKline Beecham R & D, developing the learning system, conducting on-going training classes and providing help desk support for the RDMS project.
